The Municipal Affairs Cell has the vision to make the Municipal and Town Councils {Urban Local Bodies} vibrant democratic units of government as envisaged in the 12th schedule of the 74th CAA, 1992.

As per the 74th CAA, the Municipal Affairs Cell is to ensure that the Urban Local Bodies {ULBs} are fully empowered and capacitated through training and skill up-gradation and to facilitate the transferring of all the functions under the Schedule.

At present, WIPRO has entered into Agreements with the department for E-Governance and various other Capacity Building Modules.

The task for preparation of Master Plans for Urban areas of the State is one of the charter of duties entrusted to MAC keeping in view of the sweeping institutional reforms mandated under the 12th schedule of the 74th CAA. MAC has the vision for sustainable development of all the 19 municipalities.

Nagaland Municipal Act, 2001:

Nagaland State through the Urban Development Department introduced reforms by the enactment of the Nagaland Municipal Act, 2001 and the Nagaland Municipal Election Rules, 2003.

Accordingly, 3{three} Municipal Councils and 16{sixteen} Town Councils were created and elections was held in 2{two} Municipal Councils and 16{sixteen} Town Councils in 2004.

However, the reforms were carried further forward by amending the Municipal Act incorporating the 33% Women reservation in 2006. The second General Election to the Municipal and Town Councils have been deferred owing to the matter being subjudiced in the Supreme Court.

The Government has en-cadred 2{two} Executive Officers for Kohima and Dimapur Municipal Council into NCS and the ADCs and SDOs{c} of other Towns have been given additional charge as Administrators to look after the 17 {seventeen} Town Councils of the State.
